The Bush team, moreover, has successfully defined the new war in advance as a long-term struggle against a hideous global Evil Other on the model of the Cold War enemy. Early post-Cold War "evil-doers" like Manuel Noriega and Saddam Hussein could not fill the Soviet Union's shoes like bin-Laden and his fellow terrorists can. Feb 2002
